Column: Strategic stability, a new framework for China-U.S. relations

by Lyazid Benhami

As Chinese President Xi Jinping makes his second state visit to the United States, 11 years after his first, China-U.S. relations are entering a new phase. A new expression has appeared in the diplomatic vocabulary: “strategic stability.” Can it offer a new approach to managing differences between the world’s two major countries?

Xi’s state visit to the United States from Sept. 23 to 25 came as the two countries seek to develop a new framework for their relationship.

There remain differences between the two sides, but high-level contacts continue. The notion of “building a constructive China-U.S. relationship of strategic stability,” deserves to be examined as a possible new way of thinking about relations between major countries.

The first characteristic of this approach is that it does not seek to eliminate competition. China and the United States have different interests and each seeks to preserve its economic, technological and strategic influence. The challenge, therefore, is less about eliminating competition than about preventing it from becoming uncontrollable.

Some differences between major countries cannot be resolved quickly and must be managed. This requires maintaining channels of communication, including during periods of tension, and distinguishing between areas where compromise is possible and those where positions remain far apart.

Dialogue does not necessarily signal convergence of positions. It is first and foremost an instrument for preventing and managing crises. This is the difference between seeking to immediately resolve every disagreement and creating the conditions to live with certain differences.

International relations have long been viewed primarily through the lens of the balance of power: defending one’s interests, strengthening one’s influence and containing that of the other.

Strategic stability introduces another dimension: the ability to manage the balance of power constructively. Strength then lies not only in the ability to exert influence, but also in the ability to prevent a crisis from crossing a threshold beyond which neither side would retain control.

The notion of “strategic stability” should therefore be understood as a framework for managing differences, rather than as the elimination of competition between the two countries.

OLOMAYIANA, KAJIADO CENTRAL – Kajiado Woman Representative and National Chairperson of the Kenya Women Parliamentary Association (KEWOPA), Hon. Leah Sopiato Sankaire, on Wednesday reaffirmed her status as one of the most impactful women leaders in the country after spearheading a major economic empowerment drive in Olomayiana village.

In what residents described as a “historic comeback”, Hon. Sankaire, fondly known as Mama County 034 and Malkia wa Maendeleo, presided over a well-attended empowerment forum where 10 local groups comprising women, youth and Persons Living with Disabilities (PWDs) benefited from life-changing support.

During the forum, three groups received National Government Affirmative Action Fund (NGAAF) cheques of Ksh 150,000 each, three groups were issued with 100-seater tents and 100 chairs each to boost their events business, while four other groups received Ksh 110,000 each as capital boost.

The initiative is part of Hon. Sankaire’s broader county-wide economic empowerment blueprint that has seen hundreds of groups funded since she assumed office, with a keen focus on inclusivity and sustainability.

Addressing the gathering, Hon. Sankaire reiterated her commitment to ensuring no vulnerable group is left behind in the development agenda, noting that empowering women and youth is key to transforming Kajiado’s economy.

Senator Ali Ibrahim Roba, graduates with a Doctor of Business Administration (DBA) degree

History was written on Friday, September 26, 2026, at the prestigious United States International University-Africa (USIU-Africa) during its 48th Graduation and Commencement Ceremony, where Senator Ali Ibrahim Roba, EGH, graduated with a Doctor of Business Administration (DBA) degree.

It was a powerful, proud and profoundly inspiring moment. As the sun shone over the beautiful USIU-Africa graduation pavilion draped in blue and gold, all eyes were on one distinguished son of Kenya – Senator Dr. Ali Ibrahim Roba – who rose, robed in academic excellence, to receive the highest honour in business scholarship.

This was not just a degree. This was a statement. A statement that true leadership never stops learning. A statement that service to the people must be backed by knowledge, research and global insight.

Senator Dr. Ali Ibrahim Roba has once again shown why he is a class apart. While many leaders would be content with political titles, Dr. Roba chose to burn the midnight oil, to sit in lecture halls, to engage professors, to conduct rigorous research, and to defend his doctoral thesis with brilliance. He has proved that the Senate needs not just politicians, but scholars. That Mandera needs not just a leader, but a visionary thinker. That Kenya needs not just experience, but academic excellence.

From Mandera County where he is celebrated as the Father of Devolution, having transformed a once marginalized frontier county into a model of development with landmark roads, modern hospitals, boreholes, ECDE centres and peace initiatives – to the chambers of the Senate where he articulates issues with unmatched sobriety and wisdom, Dr. Roba has been exceptional.

Today, USIU-Africa, one of Africa’s top private universities, has crowned his efforts with a DBA – a Doctorate reserved for the best of the best in business leadership and strategic management.

What makes Senator Dr. Roba special is his humility. Despite being a two-term Governor, a sitting Senator, and a respected national leader, he walked into USIU-Africa as a student – humble, disciplined, punctual, respectful to lecturers and fellow students. Lecturers describe him as sharp, analytical, inquisitive and deeply committed to finding business solutions for Africa’s problems. That is greatness.

This DBA is a gift to the youth of Mandera, of Northern Kenya, and of the entire Republic. To every young boy herding livestock in Elwak, to every girl in a classroom in Takaba, to every youth in Nairobi hustling to make ends meet – Dr. Roba is telling them: Education has no age limit. If I can do it in the middle of Senate duties, county visits and national engagements, you can do it too.

He is a role model of our generation. A leader who leads by example. A father who inspires his children. A mentor who uplifts his people. A scholar who now joins the elite league of Doctorate holders in the country.

The beautiful pictures by Edward Kiplimo captured it all – the pride in his eyes, the grace in his doctoral gown, the dignity of a man who has conquered both politics and academia. The USIU-Africa pavilion itself seemed to celebrate him.

Senator Dr. Ali Ibrahim Roba, EGH, your name is now permanently etched in the history of USIU-Africa and in the annals of Kenya’s academic excellence. You have made the County Pension Fund family, the people of Mandera, the Senate and the Nation proud.

Hongera sana, Daktari wa Biashara! Hongera, Senator Dr. Ali Ibrahim Roba! You are truly an icon of leadership, scholarship and excellence.

WASHINGTON, Sept. 25 (Xinhua) — From a welcome ceremony and a formal meeting to a state dinner, Chinese President Xi Jinping engaged intensively on Thursday with his host, U.S. President Donald Trump, at the White House during his state visit to the United States.

The two leaders conducted sincere and in-depth exchanges and reached common understanding on many issues, which has added new substance to the constructive China-U.S. relationship of strategic stability, and provided new strategic guidance for China-U.S. relations.

PUTTING VISION INTO ACTION

“I am ready to work with you to steer the giant ship of China-U.S. relationship on a steady course toward the future,” Xi said at the welcome ceremony at the White House.

Xi’s visit comes less than half a year after Trump’s state visit to China in May, when the two presidents agreed to build a constructive China-U.S. relationship of strategic stability.

Later at his White House meeting with Trump, Xi called for translating that vision into action and finding the right way for the two major countries to get along with each other.

The two sides need to work toward a relationship featuring cooperation as the mainstay, moderate competition, manageable differences, and promises of peace, Xi said.

Xi noted that China and the United States should, and fully can, achieve mutual benefit and win-win results through practical cooperation, help each other succeed through healthy competition, properly manage differences by seeking common ground while respecting differences, and build peace by fostering mutual trust, so that a constructive China-U.S. relationship of strategic stability can better benefit the two peoples and people around the world.

Trump, for his part, said he and Xi are good friends who have maintained in-depth and close communication, and expressed confidence that U.S.-China relations would be handled well under the leadership of the two heads of state.

The meticulous arrangements for Xi’s state visit, down to the details and with care and consideration, reflected the importance Trump attached to Xi’s trip.

After receiving Xi in person at the airport one day earlier, Trump hosted the grand welcome ceremony at the White House.

Xi and his wife, Peng Liyuan, watched a performance by the United States Marines in the company of the U.S. presidential couple. The ceremony also featured a military review, with U.S. honor guards from different military services performing traditional drills and playing instrumental music. Multiple combat aircraft flew over the White House in honor of the Chinese and U.S. presidents and their wives.

Following the talks, the two presidential couples met again for the state dinner. Inside, red blossoms and red linens decorated the room, a choice a White House release said reflected the color’s longstanding cultural significance in China.

“In less than half a year, the Chinese and American presidents have exchanged state visits, making history in our bilateral engagement,” Xi said at the state dinner hosted by Trump.

The strongest signal to the world is that the leaders of the world’s two most consequential major countries, though overtly competitive, can meet in harmony and with good spirit, which is the headline achievement, commented U.S. scholar Robert Lawrence Kuhn.

COOPERATION GOES BOTH WAYS

From Beijing in May to Washington in September, practical cooperation has remained high on the agenda of China-U.S. interactions.

At the ceremony, Xi called on the two countries to “cooperate with sincerity.”

Xi said the two sides share “deeply intertwined” interests and ample room for cooperation, noting that China-U.S. collaboration “may not solve every problem in the world,” but many would be hard to resolve without it.

During his talks with Trump, Xi said the latest round of trade and economic consultations between the two countries had produced a new joint arrangement, calling it good news for industries and people of both countries, as well as the global economy.

Noting that cooperation is a two-way street, Xi said as long as the two sides uphold the spirit of equality, mutual respect and mutual benefit, they can find a way out of problems.

The state dinner offered another glimpse of the breadth of economic ties between the two countries. Executives from major U.S. aviation, technology and financial firms were among the guests, including some who had accompanied Trump to Beijing in May, such as Nvidia CEO Jensen Huang and Tesla CEO Elon Musk.

Artificial intelligence (AI) was another area discussed by the two leaders.

While China and the United States compete in AI, they have even more reasons to cooperate, Xi said, urging the two major countries in AI to leverage respective strengths rather than guard against each other.

The two sides should keep AI under human control, uphold a human-centered approach and use AI for good, ensuring that it serves human progress, Xi added.

Trump also stressed the importance of maintaining dialogue on AI, calling it the technology that bears on the future of humanity.

CARRYING ON FRIENDSHIP

At the state dinner, both presidents looked back on the long history of exchanges between the Chinese and American peoples, underscoring the importance of people-to-people ties.

Xi recalled how the two peoples stood shoulder to shoulder in the fight against Japanese militarist aggression more than 80 years ago, and how Ping-Pong Diplomacy reopened the door to bilateral exchanges more than half a century ago.

He also recounted the story of American Ronald Sakolsky, who supported Chinese desert control worker Yin Yuzhen’s tree-planting efforts more than 20 years ago, calling it a shining example of friendly exchanges between the two peoples.

Such exchanges, Xi said, have promoted heart-to-heart communication between our peoples and strengthened public support for China-U.S. friendship and cooperation.

Trump, meanwhile, reviewed the long history of U.S.-China exchanges, pointing to early commercial ties and the exchange of “goods, knowledge, customs and ideas.”

“As the leaders of our two nations, President Xi and I both understand that we represent different systems, but the ties between our people endure, and we’ve never gotten along better,” Trump said.

New steps are now being taken to carry that friendship forward.

At the welcome ceremony, Xi announced that two pandas, Ping Ping and Fu Shuang, will soon arrive at Zoo Atlanta and meet the American people. He also invited 100,000 young Americans to visit China for exchange and study programs over the next five years.

“The hope of the China-U.S. relationship lies in our people, and its future lies with the young,” Xi said.

In 2023, during his visit to San Francisco, Xi announced a similar initiative inviting 50,000 young Americans to China over five years. That target has already been achieved.

“President Xi announced that he wants to double the number of students over the next five years. That’s very positive, very significant, because I believe that those kinds of exchanges and students going back and forth are very, very important,” said Kenneth Quinn, president emeritus of the World Food Prize Foundation.  ■

Xi attends state dinner held by Trump

WASHINGTON, Sept. 24 (Xinhua) — Chinese President Xi Jinping and his wife, Peng Liyuan, on Thursday evening attended a state dinner held by U.S. President Donald Trump and his wife, Melania Trump, at the White House.

Xi and Peng were warmly greeted by the U.S. presidential couple upon their arrival. The two presidential couples posed for photos and met with guests attending the dinner.

Xi and Trump delivered remarks respectively after the dinner began.

Xi extended sincere greetings and best wishes for the Mid-Autumn Festival to Americans from all sectors of society who care about and support the further growth of China-U.S. relations.

Xi noted that Trump paid a successful visit to China in May, and that the two heads of state exchanged state visits within six months, making history in bilateral engagement.

He said common understanding on many issues have been reached during his visit this time, adding new substance to the constructive China-U.S. relationship of strategic stability, and providing fresh strategic guidance for bilateral ties.

Xi stressed that over 200 years ago, soon after its independence, the United States turned its eyes to China. The two countries started trading with each other, exchanging goods to meet each other’s needs and drawing on their complementary strengths.

Noting that more than 80 years ago, the Chinese and American people stood shoulder to shoulder in the fight against Japanese militarist aggressors, Xi said such a friendship forged in blood and fire will surely live on through the generations.

Over 50 years ago, Ping-Pong Diplomacy between the two countries reopened the door to bilateral exchanges that had been closed for years, Xi said. The older generation of Chinese and U.S. statesmen, with the political wisdom of “a small ball moving the globe,” set in motion the historic process of normalizing China-U.S. relations.

Xi said the story of an American named Ronald Sakolsky, who more than 20 years ago gave financial support to Chinese desert control worker Yin Yuzhen for her tree-planting effort, touches the hearts of many Chinese people and stands as a shining example of the friendly exchanges between the two peoples.

Xi noted that bilateral exchanges have helped promote heart-to-heart communication between the two peoples and cemented public support for China-U.S. friendship and cooperation.

Today, China-U.S. relations have come to another historical juncture, Xi said.

Trump’s pledge to make America great again and China’s commitment to achieving great national rejuvenation are both ambitious goals that can surely be mutually reinforcing, he said.

He said China and the United States must act as responsible major countries, meet the expectations of the two peoples, keep pace with the trend of the times, and explore a new approach for major countries to get along with each other.

Like a river that never stops flowing, history never stands still, Xi said, adding that the friendship between the two peoples is a worthy cause that holds great promise.

The two sides should join hands and move forward side by side, nurture the beautiful flowers of China-U.S. friendship, and write a new chapter in their friendly relations, he added.

The state dinner was held in a warm and cordial atmosphere, featuring wonderful performances put on by American artists. ■

KIGALI, Sept. 24 (Xinhua) — A news photo exhibition on the theme of China-Rwanda friendship and China’s development achievements has been held in Kigali, Rwanda’s capital.

Co-organized by the Chinese Embassy in Rwanda and the Xinhua News Agency Africa Regional Bureau, the exhibition took place on Tuesday during a reception to celebrate the 77th anniversary of the founding of the People’s Republic of China and the 55th anniversary of China-Rwanda diplomatic relations.

The reception, hosted by the Chinese Embassy in Rwanda, brought together over 400 representatives of the Rwandan government, diplomatic envoys, local academics, media professionals and members of the Chinese community.

The photo exhibition featured about 40 images from Xinhua, showcasing the fruitful results of China-Rwanda cooperation in areas such as infrastructure, commerce and investment, people-to-people exchanges, and healthcare, as well as China’s development achievements in recent years in fields such as science and technology, commerce and economy, infrastructure, agriculture, and ecological conservation.

“Behind every infrastructure project, medical mission, classroom, agricultural initiative or technological advancement are individuals whose lives have been touched by cooperation,” said Gerald Mbanda, a Rwandan researcher and publisher on China-Africa development and cooperation, after visiting the exhibition.

According to Mbanda, as China and Rwanda mark significant milestones in their respective histories and bilateral relations, the photo exhibition offered an opportunity to reflect on the journey traveled so far while looking toward the future.

“Through the lens of photography, it celebrated achievements, preserved memories and illustrated the evolving story of cooperation between the two countries,” Mbanda added.

Full text: Xi’s remarks at arrival ceremony at the White House

WASHINGTON, Sept. 24 (Xinhua) — Chinese President Xi Jinping on Thursday gave remarks at the arrival ceremony at the White House in Washington, D.C., the United States.

The following is the full text of the remarks:

Honorable President Donald J. Trump and Mrs. Melania Trump,

Ladies and Gentlemen,

Dear Friends,

I’m very glad to pay a state visit to your beautiful country, the United States of America. Thank you, President Trump and Mrs. Trump, for the warm hospitality you have extended to me and my wife. On behalf of the 1.4 billion and more Chinese people, I wish to begin by extending sincere greetings to the American people and warm congratulations on the 250th anniversary of the U.S. independence.

Both China and the United States are great countries, and both the Chinese and American peoples are great peoples. I am visiting the United States at President Trump’s invitation to carry on our friendship, expand cooperation, and promote the well-being of both our peoples.

Facing the changes in our world, in our times, and of historical significance today, China and the United States, as two major countries, shoulder a historic responsibility of advancing human development and progress.

Mr. President, during your visit to China this year, we agreed to build a constructive China-U.S. relationship of strategic stability, and this is widely welcomed by the people of our two countries and the international community. I am ready to work with you to steer the giant ship of China-U.S. relationship on a steady course toward the future.

— We should strengthen communication. China and the United States are different in national conditions, but through candid, in-depth and continued dialogue, our two countries can understand each other better, seek common ground while shelving differences, and build up mutual trust. President Trump and I have respect for each other. We have built personal rapport and stayed in touch. We encourage our government departments, such as those in charge of foreign affairs, economic matters, financial cooperation, law enforcement and people-to-people exchanges, to catch up on strengthening contact, and we support our legislative bodies in increasing exchanges.

— We should cooperate with sincerity. The interests of China and the United States are deeply intertwined, and there is plenty of room for us to work together. China-U.S. cooperation may not solve every problem in the world. But, without our cooperation, it would be hard to solve many of the world’s problems. China keeps its door wide open, welcomes American companies wanting to invest and do business there. We hope Chinese companies are treated fairly here in the United States. Working together, we can lengthen the list of cooperation, and shorten the list of issues. Both China and the United States are leading nations in artificial intelligence. We have both the capability and responsibility to develop and manage AI for good, and ensure that the development of AI is always under human control and serves the well-being of the people. On counternarcotics and law enforcement, the Chinese side is willing to strengthen cooperation with the United States. Our two sides may also increase direct flights to facilitate two-way travel and trade.

— We should coexist in peace. As I have said many times, China and the United States, as two major countries, stand to gain from cooperation and will both lose in confrontation. We do not need to avoid mentioning competition, but our competition should be a healthy one and should be kept within bounds. It should be a race of catching up with one another, not a wrestle in which one either wins or loses. China and the United States must hold the line of no conflict and no confrontation between us, and we can certainly find the right path for our two great countries to get along on this planet we both call home. Our two militaries should maintain regular dialogue, and improve mechanisms for crisis communication and prevention. The Thucydides Trap can be overcome.

Ladies and Gentlemen,

Dear Friends,

During the Second World War, Chinese and Americans fought shoulder to shoulder against fascist aggression. Chinese people have never forgotten that part of history, nor have the American people. The hope of the China-U.S. relationship lies in our people, and its future lies with the young. I am glad to announce an invitation for 100,000 young Americans to visit China for exchanges and study in the coming five years.

The giant panda has been an envoy of friendship between the Chinese and Americans. Here, I have a piece of good news. In a few days, two pandas, Ping Ping and Fu Shuang, will come to their new home in Zoo Atlanta and meet with the American people.

Ladies and Gentlemen,

Dear Friends,

Achieving the great rejuvenation of the Chinese nation and making America great again can go hand in hand. Let us meet the people’s expectation and show our historical initiative. Let us keep advancing the cause of friendship between our two peoples and work together to build a better world!

Thank you. ■
