Nimusimu View on Disco Matanga

Kwale Woman leader Nimusimu Mwasina has taken a moment to share with us thoughts on disco Matanga

“Let the Government through the Office of the County Commissioner, Kwale County, engage the people of Kwale to hear their voices on the whole matter. This will be very key especially if the Ministry of Interior Coordination and National Administration will be developing a practical framework to regulate Disco Matanga without the associated risks. The voice of the people is very important before any ban is imposed.”

On Tuesday Sen. Chimera Mwinzago sought a Statement from the Senate Standing Committee on National Security, Defence and Foreign Relations regarding the complete ban on night discos during funerals, commonly know as Disco Matanga in Kwale County.

The Senator wanted the Committee to:

  1. State the reasons for the complete ban of Disco Matanga by government in Kwale County without a proper working framework.
  2. Clarify the legal basis for the complete banning of Disco Matanga in Kwale County since January, 2022.
  3. Direct the Ministry of Interior and National Administration to develop a practical framework to regulate Disco Matanga without the associated risks.
4.State measures, if any, by the government to ensure that the ban is lifted with immediate effect.

Officials from the Kenyatta National Hospital (KNH) led by CEO Dr. Evanson N Kamuri were tasked to respond to tough questions raised by Members of the PIC-SSAA concerning the audit queries in the Auditor General’s report before the committee.

Among the key concerns were issues regarding high number of unsettled debts owed by patients, unutilized leave for staff, among others.

The outspoken CEO also highlighted the issues of land taken from KNH for the road and police hospital without compensation. The land was hived off for the link road with no compensation from KURA and also the police hospital land
Dr. Evanson pleaded with the Committee to consider allocating more funds to the facility to enable them recruit more staff and sort the current challenge of under staffing. This, he noted, would ensure services are not interrupted when some employees proceed on leave.

The legislators also sought to understand from the officials why the facility has a lot of unsettled debts owed by patients over the years. Members were also concerned on why the facility has been unable to follow up on the patients after they are discharged to ensure defaulters settle their bills.

“The debt relates to patients who absconded from hospital before paying bills or entering into a formal credit arrangement with the facility,” explained Dr. Evanson.

The CEO further explained that efforts have been made to follow up the debts through demand letters and short messages (SMS) using last known addresses for the patients. He added that the recovery of these debts has not been successful due to several factors among them, change of address by patients.

Worrying Trend as Donkey Numbers Plummet to alarming levels

Concerns have been raised following the plummeting of donkey numbers countrywide.

Brooke East Africa through the Regional Director Raphael Kinoti noted that going by the Government’s statistics, there were 1.8M donkeys as of 2009 but currently we just have 1.2M donkeys left, meaning a whooping 600,000 have been eliminated.

“We blame all this on the Department of Veterinary Services that okeyed the trade in donkey hide thereby giving unscrupulous people a chance to burn the midnight oil eliminating the animals. The trade should be banned totally in order to give these handy animals a chance to survive,” Dr Kinoti noted.

Dr Kinoti also highlighted the importance of community participation in weeding out the theft of donkeys.

“The society has a critical role to play in informing the authorities any person found driving donkeys in a suspicious manner. Such a person should be reported to the authorities because he poses a great risk to the entire country.

During a field visit to Ndeiya, Brooke East Africa assessed the magnitude of illegal donkey slaughter whereby hundreds of carcasses were evident that the cartels are posing a real threat to donkeys.

“We have seen here today that this illegal slaughter takes place in the cover of darkness and is conducted in the bushes. The hides are quickly removed and the carcass deboned leaving just the skeleton. It’s believed that the meat is then traded in the black Market thereby posing another great health risk to members of the public. This is because donkeys are a carrier to several deadly diseases such as the Equine flu, rabies anthrax and the like,”

Dr Kinoti noted that Brooke East Africa will continue to work with like minded institutions and the authorities in creating awareness, advocacy and enforcement in a bid to safeguard the equines.

Farmers Party Submits Memo on Finance Bill

Farmers Party has today submitted its memoranda on the finance bill focusing on areas that, if taxed differently, will make farming in Kenyan uneconomical and further hurt our farmers economically.

We have also called on the government to increase allocation to agriculture from a paltry 1.39% of budget to the 10% required under Maputo Declaration, where Kenya is a signatory.

Finally, let us not prioritize areas that support the wealthy more such as VAT exemption on helicopters yet we are punishing the masses with more taxes. Let’s give farmers a chance!
