Roysambu aspiring MP James Munene Thuku has raised fresh accountability questions over the management of Roysambu NG-CDF, this time focusing on the Auditor-General’s report for the Financial Year 2023/24.
This comes hot on the heels of his earlier breakdown of the FY2022/23 audit, as he sustains an evidence-based campaign for transparency in the use of public funds.
In a statement, Thuku notes that Roysambu deserves clear answers on several flagged issues totaling millions of shillings.
Here is the breakdown of the FY2023/24 findings as highlighted:
- KES 9.5 Million in PMC Balances
The auditor found that Project Management Committee (PMC) cash books were not maintained and unused funds for completed projects had not been returned to the NG-CDF account. Thuku is asking: Which projects are these, how much is held, and why have the funds not been surrendered? - Figures That Do Not Agree
The report shows inconsistencies in reported balances. Note 19.4 reports PMC balances of KES 8.18 million, while Annex 5 of the same report reports KES 9.50 million. Thuku also notes that the same Maziwa police account and a KES 1.319 million balance appear twice in the records, raising questions whether it was counted twice. He is calling for a published reconciliation. - KES 11.53 Million in Emergency Expenditure
The auditor flags an excess of KES 7.14 million over the amount calculated in the report under emergency spending. Thuku asks: What were these emergencies, who approved the expenditure, and where are the supporting documents? - Missing Land Ownership Documents
The auditor reports that land ownership documents for land supporting public buildings funded by NG-CDF were not provided for audit. Thuku questions what safeguards are in place to protect these public investments from future disputes or grabbing.
Thuku maintains that his scrutiny is based purely on audited reports from the Office of the Auditor-General and is not personal.
“These findings require documents and explanations. Anyone disputing our presentation should identify the specific error and provide supporting documents. We will correct any factual inaccuracy. Anyone who believes this post is defamatory is free to pursue legal redress. We stand by evidence-based scrutiny of public funds,” he stated.
He has pledged to continue breaking down the audit reports, one issue at a time, insisting that public money deserves public accountability.
NO INSULTS. NO PROPAGANDA. JUST AUDITED FACTS!
